I found this broadcasting in August 2015. Initially it was monitoring 3277 kHz.
After that, contents were investigated by Korean DXers and a nickname ("The Parrot")
  was attached.
Thanks to them, we are able to know the details in detail.

I only just saw the new thread, so I'll repeat what I said on the old one.

So far today (5th of November), I found one evening V28 transmission at 1159z on 3049.5kHz. The operator was female and at the start of the transmission, music was audible in the background. I'm going to send an audio clip of it below for anyone wanting to identify it. There was also a man audible in the background during the transmission. At 1203z, the transmission went out, cutting the female operator off. It stayed off for around 45 seconds before coming back at 1204z. The transmission then remained up until 1206z.

I found one morning V28 transmission at 2158z on 5490kHz and there might have been another one that appeared at 2202z on 3008.8kHz, but I didn't get a chance to confirm if it was V28 before it went off. The transmission on 5490kHz had a female operator and initially, it was very weak. However, by 2202z, it was way more audible. It remained audible and kept zig-zagging up and down the spectrum until it went off abruptly at 2208z.
