I found this broadcasting in August 2015. Initially it was monitoring 3277 kHz.
After that, contents were investigated by Korean DXers and a nickname ("The Parrot")
was attached.

North Korea returned North Korea time (UTC + 8.5 hours) changed in 2015 to May 5, 2018 (UTC + 9 hours).
The broadcasting time in February 2018 was 2230 start, but I expected this year to be 2200 start.
However, it is different so February seems to be similar to January 2100 start.
